MEMORANDUM FOR: Director, Foreign Broadcast Information Service

SUBJECT: Monthly Report -- Hong Kong Bureau -- February 1983
China Reporting Conference -- The bureau chief and deputy
attended the China reporting conference held at the Consulate 28
February-1 March. The meetings were attended by political, economic
and military officers from the embassy in Beijing, the consulates
in Shanghai, Guangzhou and Hong Kong, from AIT, and the designated
officer-in-charge of the new consulate in Shenyang. The conference
not only provided informative discussions on various aspects of
PRC internal and international affairs but gave FBIS staffers an
opportunity to discuss lateral servicing support to these missions.
Sdhultz Visit -- Secretary of State S ultz visited Hong Kong
during the month following a visit to the Mainland. In addition
to meeting with local officials and hosting an Asian chiefs of
mission meeting, the secretary held a short meeting with consulate
employees, which many bureau personnel attended. While no special
bureau support was required during the visit, personnel in the
consulate's support center scanned the daily file for significant
items to pass on to the secretary's party.
Lunar New Year -- The year of the pig was celebrated during
the month. Following local policy, the consulate was closed for
two days and the bureau operated with reduced staffing. For the
second year running, the new year was welcomed with a spectacular
fireworks display over the harbor.
II. ADMINISTRATION
Associate editors -- Two associate editor candidates, an
Australian and a UK national, have been selected for processing.
One candidate will fill the currently vacant second editorial posi-
tion and the other will fill a new third slot.
