MEMORANDUM FOR: Director, Foreign Broadcast Information Service

SUBJECT: Monthly Report -- Hong Kong Bureau -- April 1983
Move to -- Consulate negotiations with the management STAT
of the new building passed a major hurdle with the accep- STAT
tance of rental offer of HK$9.00 per square foot on net STAT
area, a price that compares favorably with going market rates for
buildings in the business-oriented Central District of Hong Kong.
The bureau and the five U.S. Government agencies currently leasing
premises in the Hopewell Center have all agreed to the rental offer
and have stated their intentions to move to the new building. Prior
to giving the bureau's acceptance, the deputy chief and senior tech-
nician met on 14 April in the bureau with the estate STAT
manager and chief architect to discuss the bureau antenna, air-
conditioning and emergency electrical generator needs. Verbal
agreement on roof installation of antennas, the generator and the
air-conditioning unit was obtained from the architect and estate
manager. Their verbal agreements are to be included in the final
version of the lease/contract still being negotiated by the Consulate.
Consulate Support Services -- The deputy chief met on 18 April
with Mr. Lorin Jurvis, budget and planning director of the State
Department's Office of the Comptroller, who was in Hong Kong as part
of a regional survey of support personnel staffing levels. A general
discussion of services rendered to the bureau under FAAS was held.
II. ADMINISTRATION
A. Personnel
EOD'S -- Associate Editor Trainee EOD' 11 April,
bringing total number of Associate Editors to three.
STAT
Monitor Trainee 11 April; Monitor Trainees STAT
OD' 18 April. With the EOD of one STAT
remaining Monitor Trainee Candidate in May, the Bureau will reach its
non-staff T/O for the first time in its history.

Contract Secretary started work 26 April. She will STAT
be replacing who will be returning with her STAT
husband for an assignment in Washington, D.C.
B. Building and Grounds
During a 14 April inspection of the 58th floor room housing the
bureau's emergency electrical generator, it was discovered that the lock
on the door had been forced to gain access to the room. Nothing was
found missing or damaged. The Consulate's RSO is preparing a letter to
Hopewell Management demanding better security arrangements. He is also
trying to devise a better locking mechanism for the door. The last
incident of this nature occurred in August 1982, when the door leading
to the same room was forcibly.: opened.
From the Bureau -- the bureau chief departed on 8 April to attend
the Bureau chief's conference.
