SUBJECT Monthly Report--Gulf Bureau-June 1983
Gulf Bureau marked the end of an era with the departure
of its long-serving chief, and his family. STAT
played a key role in building the bureau, recruiting its initial
staff and establishing its operational parameters.

II. OPERATIONS
A. Editorial/Monitorial
PLO leader Yasir 'Arafat's trouble with Fatah dominated
the bureau's coverage of the Arab Gulf during June. His numerous
trips around the Gulf states seeking support were extensively
covered by the region's media. Editorial writers in the region
who for a year had been calling for the withdrawal of Israeli
forces from Lebanon now suddenly found themselves calling for
a halt to any possible partial Israeli withdrawal in order to
avoid a spread of any further internecine fighting.
In one further Gulf development, three Iranian helicopters
landed in Bahrain carrying Iranians seeking political asylum.
The local government, without an air force or any air defense,
buried the news in terse one-sentence releases to the media.
Thanks to its coverage of the Russian central Asian
radios, the bureau was able to provide extensive reportage on
the Azerbaijan Supreme Soviet session and the speech by the
SSR's new first secretary, Kyamran Bagirov.
At the request of MOD, the bureau undertook a week's
sample of Jerusalem's Persian service to meet a consumer request
and attempted to survey to a newly discovered Iranian clandestine
but with poor results.
