SUBJECT : Monthly Report--Bangkok Bureau--May 1983
A. The AFP news agency on 18 May picked up reports buried in the 17 May
Burmese English-language papers announcing the resignation of Tin U, Burma's
third ranking party official, from his parliamentary posts and the dismissal
of U Bo Ni as Home and Religious Affairs minister. This unheralded change,
ocasioned apparently by Tin U's unsuccessful defense of U Bo Ni from corrup-
tion charges, has cast deeper doubts about leadership transition in Burma
following the anticipated passing of the Ne Win era.
B. The news highlight in Thailand in May was the capture on the 19th of
top Soviet GRU agent Viktor Barychev, who was caught in.an exchange of Thai
military installation data at the coffee shop of the Windsor HOtel,a former
U.S. officers' billet. Barychev had been a neighbor of bureau editor STAT
whose maid provided background on aspects of the investigations which STAT
didn't make the papers.

On 27 May, upon receipt of an expanded BBC requirement on Australia,
drop copies to BBC were increased to include all Australasian source items.
B. Communications
The changeover of the bureau's first altroute duplex circuit to the
embassy CPU, scheduled for 8 May, has been delayed until the link between the

spending much time consulting with the Thai Section on selection and press
scrutiny. The bureau subsequently added three Thai-language weeklies to coverage.
