It all started in January when the BBC asked if we could check our reception of the Czech CTK service in English to Africa and Asia, since the beam to Europe had gone landline the first of the year. From this simple beginning we dis- covered that the Austrian Press Agency could provide us with a perfect copy of all the East European English- language press agency services along with selected Third World "pool" items relayed by Tanjug. After taking a 1-day sampling, we coordinated again with HQs and BBC and decided .to take out a 1-month trial subscription--to begin in early March--to determine the value of this service. 2. A milestone was reached this month when the PMU informed us that as of 14, February we would probably not be called on very often to fax Soviet press items, since the Caversham Pressfax operation was now running smoothly. At present, our machines get a workout about once a week when we fax the weekly Hungarian and Czech TV schedules to the BBC. 3. In buying a TV for the editorial room, we purchased an optional "Teletext" service (about 15 hours a day, 7 days a week) offered by Austrian radio and television. A variety of information ranging from news to weather, aircraft arrivals/departures, stockmarket reports, traffic conditions, etc. can easily be viewed by simply punching in an approp- riate 3-digit code on a remote tuning device. FCS is now considering the ramifications of which sourceline we should use in case anything of interest is picked up from this new service. B. Communications With the reprogramming changes made at the Embassy this month, we came one step closer to switching our communic- ations system out of Autodin and into the new State primary circuit. We now hope to go operational sometime between mid- March and mid-April. Lateral Services Thanks to the help of JPRS, the bureau was able to provide Tom Brennan, the local American Soya Bean Association re- presentative and a USDA cooperator, with a translation of a Soviet journal item on the USSR's oil seed processing capacity. Both Brennan and the Embassy agricultural attache expressed their thanks for FBIS's prompt response to the request. A. Personnel / 1. Our efforts to recruit a second voice-qualified Russian translator took a setback this month when our candidate de- clined our offer of employment, surprisingly enough on the grounds that she didn't feel qualified for the job. Instead of trying further here or in London, we plan to go to Rome to see of there is anyone in the large emigre community there who meets our needs. 2. The final version of the Embassy's emergency evacuation plan incorporated the bureau chief's recommendations on including our FSN employees in the extremely unlikely (we hope) chance--such as an invasion--that the Embassy would have to be closed. 3. With fanfare just short of trumpet calls, we celebrated an appropriate rite of passage for a handful of long-term employees who were presented with length of service certif- icates ra i g from 10 years for to 15 for STAT 25 for anSTAT 30 o A date has yet to be set for a STAT Heuriger outing to discuss whether it's all been worth it. B. Building and Grounds All of our current redecoration plans were finished this month when the bureau chief's office and the wireroom both got fresh coats of paint.
