Approved For Release 2008/04/02 : CIA-RDP86-0004OR000100140006-4 10 May 1982 MSK-2009 MEMORANDUM FOR: Director, Foreign Broadcast Information Service THROUGH Chief, Operations Group SUBJECT Monthly Report--Seoul Bureau--April 1982 The bureau experienced an extremely hectic month. Activity involving the Embassy took up a great deal of the time of bureau personnel during a period in which many important events were occurring in the DPRK. The biggest occasion in Seoul during the month was the official visit paid to the Republic of Korea by U.S. Vice President George Bush. The Vice President spent three days in Seoul as part of his tour of East Asia. During his visit, Vice President Bush addressed all Embassy personnel. FBIS Seoul Bureau staff and nonstaff personnel and some dependents of bureau staffers attended the meeting. Although not a great deal of material concerning the Vice President's visit was monitored, the occasion understandedly disrupted routine operations for a few days. The acting bureau chief was embassy duty officer during the time Vice President Bush was in Seoul and spent much additional time and effort in taking care of embassy matters. While the Vice President was in the country, an incident took place in the town of Uiryong which brought about a shakeup in national, city and provincial governments. A village policeman, after a drinking bout following a fight with his common law wife, went berserk. He stole a rifle, ammunition and grenades from the police station and began shooting anyone he could find. The death toll was 56 with another 37 wounded. The massacre resulted in the resignation of the ROK home minister, the Seoul mayor, the police chief and several provincial officials. Shortly before Vice President Bush was scheduled to arrive in Korea, a very serious incident took place in the DMZ, the worst such incident since October. Apparently four defectors from North Korea tried to cross the border. They were shot and dragged back, through the DMZ, by soldiers from the north. The ROK forces side returned fire. The ex- change continued throughout the night. The SPA session created a stir when it failed to name Kim Chong-il to a major post in the government. Kim Chong-il's status as successor to Kim Il-song is now somewhat unclear. A. Monitorial/Editorial 1. The various events in the area during the month resulted in increased output for bureau staffers. The Korean unit worked long and hard to process material in a timely fashion. 2. At the special request of DCM Paul Cleveland for an "off the to of your head" rundown on what was happening in the DPRK, edito repared a report interpreting events during April. STAT The report was very favorably received. B. Lateral Services 1. Mr. Jimmy Lee, special assistant to the senior member of the U.N. Military Armistice Commission Secretariat, was provided with a list of the full membership of the DPRK Supreme People's Assembly upon receipt from FBIS Headquarters. 2. Visitors from the C-2 Psyops, at the bureau to view Pyongyang television coverage of Kim I1-song's birthday, were greatly impressed. They asked to be added to the bureau's video selection lists. A.
