Subject : Monthly Report--Paraguay Bureau--February 1982
1. Land ixediately adjacent to the American embassy grounds
is being cleared in preparation for a three-story hotel. Construction
is planned "for the near future." No other details are presently
available.
A. Monitorial/Editorial
1. On 5 February, the Bolivian President made a much-awaited
late night speech to the nation in which he made public the outline
of more stringent economic measures he was about to introduce to help
the struggling Bolivian economy. The bureau stayed open 2 hours past
normal close of business to file the text of the speech.
2. President Reagan's speech to the OAS on the 24th concerning
Caribbean Basin aid measures generated widespread comment in the
bureau's coverage area, most of it favorable, with Moscow's commentary
being the notable exception.
3. A detailed account of an important fuel adulteration scandal
involving political figures in both Argentina and Paraguay appeared in
an Argentine publication normally not available to the bureau or in
Asuncion. By chance an embassy officer from Asuncion who happened to
be visiting the embassy in Buenos Aires was able to obtain the Spanish
text of the item and handcarry it back to the bureau. The event was
virtually unpublicized in the Paraguayan press.
4. Receipts of Uruguayan newspapers appear to be regularizing
after weeks of pressing the American embassy in Montevideo to sort
out the problem with the WIT bus company which makes regular runs
from Montevideo-Asuncion. The local COIT branch manager in Asuncion
seems anxious enough to provide the service, but the bottleneck appears
to be in Montevideo.

Installation, testing and training of embassy personnel an new
communication equipment, begun in January, was completed at the end of
the month. During most of the month the bureau's primary circuit was
affected to some degree. For several weeks tapes of priority items
were handcarriedfor filing over their single alternate channel STAT
during the dayshift or filed by telex. The bureau's primary circuit
was restored full-time on the 25th of February much to the relief of all.
C. Lateral Services
1. The Charge d'Affaires at the American Embassy in Santiago, Chile
wrote to suggest a more accurate rendering of a word in bureau Chilean
copy and used the occasion to express appreciation for FBIS material.
He stated that "Santiago continues to enjoy the increasingly rapid
and comprehensive coverage by FBIS Asuncion." On the 18th, the bureau
complied with a request from the Embassy in Chile for a refile of "an
interesting piece" an the Beagle Channel and the Falkland Islands.
2. On the 9th, the bureau forwarded to Panama Bureau a copy of the
voice recording of a Moscow connentary for one of its consumers. The
commentary which the bureau had processed and wirefiled concerned outrage
being expressed over U.S. military aid to El Salvador.
3. Several translation requests were made during the month by
the Embassy political officer in Asuncion, the most interesting being
an interview published in a local paper with the general secretary of
one of Paraguay's opposition parties.
4. Headquarters requested a video report on the graduation
ceremony at Paraguay's Center for Military Training of Students and
Reserve Officers which was attended by Paraguayan high-ranking officials
including the president.
D. Technical
1. Further reception tests were conducted in Luque using Antelco's
log periodic antenna. Along with stations in Paraguay bureau s
coverage area, a survey of radio stationsin Panama bureau's coverage
area and southern African radio stations was conducted. Results
have been forwarded to Washington.

received with heavy garbling at the bureau for 22 hours and 8 minutes
during the month. The bulk of the downtime--17 hours and 55 minutes--
was reportedly due to a distorted signal between the Antelco satellite
station and N.Y.

Transferred Property: 1 EA H.P. Signal Generator Mdl. 8601 S/N 1848
AD 6888. Returned to headquarters for repairs.
4. Problems with the post emergency generator continue, with
advice and parts being sought from the U.S. To avoid a complete blackout
during power outages, bureau technicians have made a temporary hookup
between our small 1.5 Kw portable generator and the remote system,
four receivers/recorders and telex machine. All generator faults
are being reported to FEB.
