A. Monitorial/Editorial
1. Coverage developments required a special bureau watch
on 3 March as Chilean troops in the south were put on alert over
the reentry of an Argentine Navy ship, with four escorting vessels,
into waters Chile considers its own and close following of the
buildup of the dispute between Argentina and Great Britain over the
Malvinas/Falkland Islands. The bureau was included in a note of
appreciation from Chief Ops for coverage of the Guatemala coup on
the 22d. A spectacular jailbreak in Ayacuyo, Peru in which almost
300 prisoners, including many terrorist and drug offenders, were
set free by a large band of terrorists and the disclosure in Asuncion
an the 15th that an underground communist group (Maoist) had been
uncovered generated voluminous media reporting.
2. A comparison of the March seam-annual traffic report
statistics with those of 6 and 12 months ago showed the average
daily wordage up 19 percent over that of 6 months ago and up 59
percent over last year's figures for the same period. The number
of daily messages remained almost the same.
3. After more than a year of silence following the coup of
July 1980, La Paz Radio Fides was allowed to return to the air in
late February and resume its newscasts in early March.
4. A new press agency, Diarios y Noticias, inaugurated n
Argentina on 15 March has been added to coverage on an experimental V
basis. An evaluation of the source will be provided FCS as soon as
possible.
5. Just as the deliveries of Uruguayan papers to the
bureau were being regularized, the government announced the suspension
of the Uruguayan daily OPINAR for two moths.

B. Lateral Services
The U.S. Embassy in Lima, Peru, requested information on the
"nature and extent of Radio Moscow and Radio Havana broadcasts in
Quechua and Aymara directed at the Andean Altiplano area." Information
received from Panama Bureau, Headquarters and the BBC was compiled
and sent to the Embassy.
Primary communications were down a total 10 hours and 30
minutes during the month. The outages were in part due to the
embassy communication equipment's inability to restore itself to
proper operating level when the embassy backup generator is in use.
Telex use was smooth during the outages largely due to
installation of new telex equipment at the beginning of the month.
1. Regional Engineer visited the bureau from 2-4
March to provide general to ca assistance.
2. The high speed remote system consisting of one Watkins-
Johnson Nbdel 8718/232 receiver, one Delta model RRC-2 Controller
and two Penril Model 1800 DED Modems was installed in the cruising
monitor's position.
3. The installation of the new Delta multicouplers has been
completed. A new wiring diagram of the RF patch is being prepared.
4. The embassy backup generator is functioning again following
almost two weeks of downtime due to a faulty fuel injector.

the desk for Southern Cone Affairs/ ARA, visited the bureau an 26
March. He had high praise for FBIS material and expressed interest
in meeting FBIS Headquarters officers. It. Smith is currently
DCM in Mantevideo.
