Paraguay Bureau Monthly Report--November 1982 A. Ambassador Davis presided over an award presentation cere- mony on 9 November, during which he announced the Meritorious Unit Citation FBIS Paraguay bureau employees received for their exceptional performance of duty during the Falkland Island crisis. B. On the 5 November, the presidents of Paraguay and Brazil met at the Itaipu dam to officially inaugurate the project's spillway system, thus signaling the completion of the basic construction work. Extensive coverage was accorded the event by both Paraguayan and Brazilian media. C. Elections in the region highlighted the trend toward more representative government in the area. Brazil's elections were the freest in 18 years. While the ruling Social Democratic Party retains overall power, the opposition gained the leadership of many important industrial states and obtained a large representation in congress. A new president will be chosen by the electoral college in 1985. In Uruguay, the first step toward reconstituting the political parties was taken on the 28th when intraparty voting took place to elect delegates who will meet later to choose party leaders in pre- paration for a general election scheduled for 1985. Preliminary results indicated headway by factions representing opposition currents within the traditional Blanco and Colorado parties would take over the leadership of those groups. If all goes well, the parties will soon be able to resume normal activities and thus end a 9-year political recess. In Paraguay a low-key campaign continues with elections set for February. D. November was a stormy month in Paraguay. It was the wettest Approved For Release 2008/04/02 : CIA-RDP86-0004OR000100130002-9 Approved For Release 2008/04/02 : CIA-RDP86-00040R000100130002-9 on record for 100 years, and the numerous periods of high winds and lightning storms left substantial damage to property and caused several deaths in Asuncion. No bureau property or personnel were affected, although one office dependent had to be rescued after unsuccessfully attempting to ford an inundated intersection. Fortunately the by-standers did not understand traditional Australian expletives. A. Editorial/Monitorial 1. Buenos Aires LATIN garbled badly during much of the first half of the month. The Bureau contacted the local representa- tive a number of times and was told high distortion on the line from New York was to blame. Panama Bureau had to backstop the Bureau on several occasions. By the end of the month, however, reception had returned to normal. 2. Coverage of the Brazilian elections from the 15th onward required a considerable monitorial effort. A monitorial midnight shift was set up on the 15th, and thereafter six Brazilian radios were on open watch at various times until the 27th to enable to bureau to update FYI's on the election outcome. 3. Moscow completed its fall frequency changes during the first part of the month requiring the usual extensive cruising effort. 4. On the 6th, the new Bolivian president announced his government's promised package of economic measures. Following his lengthy speech, decrees were read out over the nationwide network implementing various measures. The bureau texted the speech and filed selected decrees. Followup reaction has been largely negative to the Government's plan. 5. On the 28th, a Sunday, an extra monitor was assigned to cover the reporting on the Uruguayan political party internal elections. An open watch on Uruguayan stations was conducted for several days thereafter to cover the election results. B. Technical 1. The Bureau received the first of its two new video recorders during the month. After testing, it replaced the previous recorder which was not producing tapes that could be viewed in color in Headquarters. The previous recorder also had a fault in the playback mode causing substantial video dropouts. The Embassy backup power generator is slowly working its way through all combinations and permutations of possible ways to fail. It malfunctioned during a 1-hour local power outage on the 6th. Embassy maintenance personnel traced the trouble to a dead cell in the starter battery, which was replaced. C. Lateral Services 1. The American Embassy in Chile requested processing of a Moscow in Spanish to Chile item from the 16th. The request also carried the following note to the Bureau: "Thanks also for timely and comprehensive support throughout the year." 2. Two items were processed at BBC request during the month. D. Administrative 1. The Bureau successfully completed an audit held 8-11 November. 2. Monitor departed on 20 November for STAT a two month training TDY in Key West.
