SUBJECT: Monthly Report -- London Bureau -- July 1982
A. With the War in the Falklands off the front pages, the local
scene was dominated by strike action during July. The "Great
Train Drivers Strike" ended after 17 days, when it became
apparent that British Rail would not budge in its demand
for "flexible rostering" and other unions lost patience with
the obdurate drivers and withheld their support. The strike
appearad to have very little impact on daily life and
certainly no impact at all on bureau operations.
B. The continuing strength of the dollar against the pound
finally resulted in elimination of COLA altogether for
London staffers effective 25 July.
A. Editorial/Monitorial
1. An abortive coup in Kenya on 1 August generated a heavy
file of service messages but little copy initially,
since the BBC's East Africa Unit's telephone and telex
services were cut off and FBIS bureaus in Abidjan,
Swaziland and Gulf were unable to hear Nairobi trans-
missions. Contact with EAU was reestablished the next
day and numerous official announcements carried by
Nairobi radio were filed expeditiously. The BBC is
now studying the vulnerability of its communications
with EAU.

2. Polish events, highlighted by a PZPR Central Committee
Plenum, a session of the Sejm and a fairly lengthy
Jaruzelski speech punctuated an otherwise rather
routine month at the bureau.
3. In two moves related to television coverage, a new
tv monitoring facility was moved into the MWR room to
enable bureau editors to cover local television re-
portage that might yield unique material on crisis situa-
tions such as the Falklands war, and our lone television
monitor moved into more intimate quarters in the new
cubicles building. We continue to inch our way toward
complete exploitation of the potential in television.
4. The end of the month saw the transfer of BBC's Aden
coverage to Gulf bureau.

6. On 2 July PMU's viewed live Moscow TV STAT
coverage of the Soyuz T-6 touchdown, but it was con-
fined ,/
entirely to shots of the mission control center. V
7. To ensure more timely and complete processing of
articles by Soviet leaders, at headquarters request
PMU took on the task of filing the table of contents VV
and articles by Politburo members and members of the
CPSU Central Committee Secretariat appearing in
KOMMUNIST. The material will be faxed from Vienna,
which receives the journal some 20 days ahead of PMU.
8. To provide monitorial leave in PMU coverage of the
Saudi papers Ar-Riyad, Al-Jazirah, and 'Ukaz, and the
Kuwaiti paper Al-Watan was transferred to Gulf bureau,
and coverage of Rabat Al'-Alam and Tripoli Al-Fajr
al-Jadid, Al-Jamahiriyah, and Az-Zahf al Akhdar, was
transferred to NEEAD beginning with issues dated 25 July.

B. Communications
1. Previously reported delays in the Autodin system --
apparently caused by heavy traffic generated by the
Middle East situation -- have continued throughout the
month. Traffic backlogs have been admitted by Andrews
and Detrick. Croughton (as usual) reported no back-
logs.
2. Plans are well advanced to provide a commercial backup
circuit (to fit existing tails at the Nicosia and
Caversham wirerooms) during the planned downtime period
of the regular Nicosia circuit. The backup circuit
will operate at 75 bauds, and the London commo section
will operate a torn-tape relay to protect traffic both
ways.
C. Technical
1. The TV monitoring room in the cubicles building is
equipped with two video receivers/monitors, two VCR's
and three Lanier Edisette recorders/transcribers. This
enables the monitor to 1) transcribe prerecorded TV
programs; 2) record local TV programs; 3) re-record the
sound track onto audio cassettes and transcribe audio
cassettes; and 4) copy prerecorded video tapes.
2. All 15 Extel ASR's have now been modified to incorporate
all factory-recommended improvements.

1. A long and complex "position paper" by the Red Army
faction was processed from West Berlin's DIE TAGES-
ZEITUNG at Headquarters' request.
2. A video recorder has been installed in the monitoring
area, coverage of FRG TV has become a
live possibility.
