SUBJECT : Monthly Report - Bangkok Bureau - January 1982
I. OPERATIONS
A. Monitorial/Editorial
1. The Vietnamese Unit's production figures continued to
climb as a result of the bureau's enhanced press selection program.
This month witnessed an 8,000-word increase over the November totals,
with an even higher volume anticipated as the opening of the Vietnamese
Communist Party Congress draws near.
2. As an example of the wide-ranging assistance provided by
the bureau to Embassy components, editors responded to 42 queries
during the month, ranging from requests for bureau filing numbers to
cite on State cables to substantive information on Vietnamese leadersip
backgrounds and appearances. One of the more esoteric requests sought
information on what it costs to mail a letter in Hanoi (3 cents).
B. Lateral Services
1. One of the more gratifying kudos received by the bureau
X this month was the one passed on by AG analyst L __1 noting STAT
consumer's "appreciation of the Cambodian Unit's and bureau's efforts
in the timely processing of agricultural reporting on Kampuchea." The
kind words were appreciated by the bureau's hard-pressed Cambodian Unit

on 23 January after suffering a faintin s ell at the bureau brought on
by severe hypertension. Since this is third serious attack over STAT
the past 8 months, RMd medical tests are scheduled for early
February to determine bility to continue full-time employment. STAT
B. Buildings and Grounds
1. The proverbial Monday morning blahs were rudely jostled
on 18 January when Cambodian monitor reported STAT
smelling smoke at about 0700. Subsequent c eccs n ed the source
directly below the bureau offices. STAT
While a bureau close-down message was being sent and the offices evacuated,
bureau safety officer and his assistant, STAT
took four bureau fire extinguis ers and the bureau resusitator, located
the source of smoke, broke into the still unoccupied offices, and--with
the lp of bureau editor and several late-arriving STAT
custodians--extinguished the electrical blaze. Afterward, several SIAI
co-tenants and the building management thanked the bureau for the action
taken. It was unanimously agreed that the quick thinking and action
by the FBIS team prevented a serious accident. Subsequent complaints
to the owner of the building by the bureau chief and a meeting between
FBIS and the building management have brought promises that fire
prevention will be improved and other safety precautions implemented.
The incident served as an excellent test of the bureau's evacuation
plan and fire-fighting equipment.
2. On 23 January, the bureau became the final Mission component
to be included in the nightly safety/security check conducted by the
Embassy's Marine Guards. The check is conducted about midway between
bureau shutdown and opening.

January Monthly Report

A. Non-Expendable Property Received:
None
B. Items of Engineering Interest:
1. The slow-speed Collins remote monitoring system was
relocated from the Indonesian Unit to the India Unit, where
the system will be tested for the next 3 months.
2. The video unit used to monitor front-door security
was removed from the editorial desk to a wall-mounted enclosure
across from the desk, thus providing better viewing by all editors
and increasing desk space.
3. An enclosure for cleaning equipment was built and
installed With the exhaust
fan recently installed, the technicians can now clean their
equipment within the well ventilated shop area.
4. The two bureau technicians,
have switched jobs for a 6-week period as part of the bureau
plan to have them equally conversant with each other's principal
duties.
