Bangkok who in a recent newsletter to all parents accused ISB administrators of mismanagement, poor communications, unsound educational decisions, nepotism, poor recruitment methods and cutbacks in courses and staff based solely on financial considerations. To emphasize the seriousness of their intentions, late in the month they staged a 4-hour work stoppage protesting the administration's decisions and methods. What prompted these provocative moves by ISB teachers were recently announced plans by the administration to reduce both curriculum and staff allegedly made necessary by last July's baht devaluation and.deficit spending. of past administrations. This action, combined with previous tuition increases which were both large and unexpected, has created an emotional.atmosphere at ISB involving internal squabbling among the faculty, administration and the school board, with parents and students caught in the middle. Several open meetings have been held by the contesting parties which have done little to clarify the issues and instead have led to more charges. and countercharges. At a 27 April meeting of the International School Association, the parents association voted for the establishment of an ad hoc committee of ISA members and one representative each from the school board, faculty and administration to examine 15 recommendations, submitted by the teachers for improving the school. More meetings are scheduled. As a result of this situation, many parents and teachers alike feel that the quality of education at ISB has suffered. Both embassy officers and the bureau are closely monitoring the situation. A. Monitorial/Editorial Approved For Release 2008/04/01 : CIA-RDP86-0004OR000100030006-6 1 Approved For Release 2008/04/01: CIA-RDP86-0004OR000100030006-6 As if the Vietnamese Communist Party's fifth congress at the end of last month and its resultant more than 350 minutes of processing were not enough, the Lao People's Revolutionary Party held its third party congress on 27 April. With all three of the bureau's Lao monitors on duty, 16 substantive fyi's were filed on the 4 and 1/2 hour opening session, including General Secretary Kaysone Phomvihan's 126-minute address. The last fyi cleared the bureau within an hour of the session's conclusion. B. Cruising Visiting Okinawa Bureau cruiser) land bureau cruiser STAT conducted a 5-day cruising survey from the city of STAT Chanthaburi in southeast Thailand near the border with Cambodia. Survey results were disappointing in that little ifc any new information on regional radios was uncovered. Upon completion, a survey report will be forwarded to FCS. A. Personnel 1. STAT entered on duty 3 May as a welcomed addition to the hard-pressed STAT Cambodian section. On another front, bureau efforts to find a fourth Indonesian/Malay monitor from among four local candidates tested and interviewed early in the month proved only partially successful. Although one tested extremely well, his particular in-country status (Indonesian citizenship, working for the Indonesian Embassy but with no repatriation agreement) and extreme reluctance to be classified as local hire rather than third country national created problems regarding his possible employment which as of this writing is awaiting a decision from Headquarters. In the interim, the bureau has proceeded with recruiting efforts in Jakarta, Kuala Lumpur and Singapore with the assistance of the respective USG missions. 2. A new automatic door closer was installed on the main entrance to the bureau to facilitate faster and more reliable action, thereby enhancing security and climate control. 3. Wire mesh for the bureau's roof and patio drains, was installed this month to prevent water buildup due to clogged drains caused by debris and leaves. 4. A two-way intercom speaker was installed in the cruising room/ maintenance shop to provide easier contact between shop and cruising personnel and the receptionist.
