GENERAL A. The December bombing of a building associated with Iraqi consular affairs in Bangkok led to concern over bureau security as initial reports indicated an Iranian role and the Iranian management temporar- ily stepped up security at the elevator entrances during evening and weekend hours, and the bureau reviewed its own security posture with the embassy security office and reissued its memo on fire alarm procedures. B. Political tension and uncertainty within Thailand continued to rise during the month as General Athiit,the new Army commander, repeatedly issued assurances that no coup could be expected before the coming spring 1983 parliamentary elections unless the political situation deteriorated. These "assurances" came in the midst of publicly expressed misgivings concerning the long-range effect of the communist insurgents' positive response to the government's amnesty program, resurgent student movement activity and the success- ful public facedown of the government on a bus fare hike and on continuance of a controversial university rector in office. C. Attention in December was focused on trying to pin down a date for the coming SRV-Kampuchea-Laos Indochina summit meeting which has been announced by the Indochinese media for spring of 1983 but by Moscow for January. Uncertainty on the dates still exists. "Spring" in Indochina is considered to start early in the year, but the Indochinese media had added confusion to the conference times by announcing a foreign ministers' preparatory conference for January. There has not been an Indochina summit meeting since April of 1970.
