Monitorial/Editorial 1. In response to requirements outlined by Chief/Operations, we sought and received the Acting Chief of Mission's approval to add two Russian positions to our. T/O. The.two additional translators will initially be given a limited press coverage mission relating to the Soviet leadership issue. 2. To provide more timely and complete processing of speeches and articles by Soviet leaders, the bureau agreed to a proposal by Chief/Operations that we resume responsib_ilitv for translating any items by Vladimir Shcherbitskiy, Politburo member and first secretary of the Ukraine, that might appear in the Kiev press. In future, we will also fax the table of contents of the Soviet theoretical journal KOMMUNIST to the PMU as soon as we receive it. 3. The bureau began subscription in mid-month to the Warsaw paper RZECZYWISTOC (Reality), a weekly that was originally published as a counter to the Solidarity newspaper SOLIDARNOSC and which is now reappearing for the first time since martial law was declared last December. 8.'
