GENERAL Speculation about who will be the new U.S. ambassador to Austria dominated the local media early in the month. Although no one in Washington will confirm it, the frontrunner seems to be Helene von Damm, who was born near Linz and has been a long time aide to President Reagan. If selected, she would replace Theodore Cummings who died last spring. Chancellor Kreisky has gone on record as saying that "she would be highly welcome if appointed." II. OPERATIONS A. Monitorial/Editorial 1. The big announcement on Veterans Day that Brezhnev had died brought everybody scurrying into the bureau as we opened early in order to report as quickly as possible on how the East European countries were taking the news. In addition to an open watch on our normal bloc sources, we also listened to Kiev, the only Russian regional we can hear well enough to monitor. Surprisingly, this source gave us a scoop on the postponement of a session of the Supreme Soviet, several hours before the announcement was monitored from Moscow sources. We also made special arrangements--thanks to the incredible helpfulness of a middle-level official at the Austrian Post--to pick up the next day's papers almost as soon as they were unloaded from the incoming Aeroflot flight. To round out the exciting day, we got one of our Czech monitors who happens to be a natSTAT Approved For Release 2008/03/19: CIA-RDP86-00040R000100020002-1 i Approved For Release 2008/03/19: CIA-RDP86-00040R000100020002-1 Russian speaker, ready to leave early the next morning for London where she was eventually to spend over two weeks help- ing cover Moscow TV. If this did not provide enough surprises, on Friday the Bureau picked up the first report that Andropov had been named the CPSU General Secretary--our first flash message of the year. V 2. AG Russian analyst spent nearly a week STAT with us fine tuning our upcoming coverage takeover of the Soviet journals. All agreed that the transfer of coverage from the PMU would be a slow process and that we should limit ourselves initially to just translating tables of contents from the major journals before tackling the selection and translation of articles. A copy of the final Memo for the Record of what was agreed upon was pouched to Chief/Operations, Chief/AG and Chief/PMU. V 3. With the Soviet succession issue assuming even more importance now, the bureau also made arrangements to resume full press and radio coverage of the Ukraine effective 1 January. Feeling here was that could be STAT better utilized by shifting him from Polish coverage back to his native Ukraine, especially since our three-person Polish team is now having no problem coping with its daily chores. '/ 4. There was a hint late this month of possible improve- ments to come in the reception of the important Yugoslav provincial transmitter in Pristina. The radio announced that it would be inaugurating a new 1,000-kilowatt transmitter on 29 November, a 1OdB increase from the previous 100 kW. In other Yugoslav developments, POLITIKA announced that the country would go onto daylight savings time next year. Up to now, Yugoslavia has been odd-man-out in Europe, adamantly refusing to turn its clocks forward each spring. If old schedules hold, this will be good news for those late night workers at the bureau who should be able to go home at 11 PM instead of midnight as has been the case in pre- vious years. 7 g 4 ?vim o,tit- vAc e mu,vww9 urzfAcc ? 6. Senior Editor idea of having a "Head?STAT line-of-the-Week" contest (winner gets a used Strassenbahn ticket) to improve our efforts has already paid off. In addition to observing MIDAS rules more closely, the monitors seem to have become more conscious of the value of using striking quotes and significant detail. Although only an honorable mention, Albanian monitor nearly STATh the show when he regretted not being able to describe a Hoxha speech the day before the announcement of Brezhnev's death as "Hoxha Delivers Slamming Speech, Brezhnev Dies." B. Communications It was a bad month for our communications, as our Autodin circuit was out of operation.;over 42 hours, the longest amount of time we have been down in Bureau memory and well above our average monthly figure of less than 6 hours. During this period we filed nearly 17,000 words via the VCVC. As a result of the various outages, we are looking forward even more than usual to getting into the State system. C. Lateral Services The bureau provided Tom O'Grady, the local DEA chief, with Approved For Release 2008/03/19: CIA-RDP86-00040R000100020002-1 1 Approved For Release 2008/03/19: CIA-RDP86-00040R000100020002-1 a translation of an article from ILUSTROVANA POLITIKA --the LIFE magazine of Yugoslavia--on an SFRY police bust of a large network that had been smuggling a fortune worth of coffee--an expensive rarity these days--into the country. Although not mentioned in the article, the "coffee kings" apparently had also been heavily involved in smuggling narcotics. A. Personnel month with the arrival of who is from Cey-~Z6;, and will be our general handyman. 2. We were pleased to pass on the congratulations of the Director/FBIS and Chief/Operations to one of our Polish monitors, who was promoted to FSN-8 effective 15 November. STAT 3. The bureau was taken by surprise by the unexpected announcement this month by our live-in custodians that they would be leaving us as of the first of the year. Until we can find replacements, we will be using short-term contract- ual personnel to clean, stay in the building overnight and remove snow. B. Building and Grounds As of the end of the month, our exterior and interior face- lift was proceeding pretty much on schedule. The painters had finished the outside, giving us a fresh and lighter look, and had come inside to slap paint in both the moni- torial and editorial areas. It is now being replaced.
