SUBJECT : Monthly Report--Austrian Bureau--December, 1982
A. Monitorial/Editorial
1. The lengthy nonappearance of Bulgarian leader Todor Zhivkov
was finally explained 7 December when Zhivkov told a group of
students that he had had a "grave illness," going so far as to
say that "some viruses had even tried to remove me from the
ranks." Except for his attendance at Brezhnev's funeral, the
71-year old Zhivkov had not appeared in public since 19 October.
2. Despite a new 1,000-kilowatt transmitter in Pristina which
was supposed to have been inaugurated on 29 November, there was
no significant improvement in reception of this important
Yugoslav provincial station. Although disappointed, the bureau's
Albanian and Serbo-Croatian monitors still hold out hope that
the station will eventually increase its power and become easier
to hear.
3. Senior Editor) Iwas so successful with his "headSTAT_
of-the-month" contest that he and Editor havSTAT
introduced a new "socialist competition" to improve our quality
control. This time, our attention will be focused on abiding
by reminder to all bureaus to comply with the STAT
strict MIDAS requirement to keep takes under 1,000 words.
Attached is our East European-worded "directive" to "ensure
complete adherence to production length guidelines."
B. Communications
The bureau has moved one more small but sure foot closer to

We are now being told that SIAl

should be completed by February. In anticipation of the change,
bureau technicians are well into all the necessary Wire Room
reconfiguration. We plan to retain the present Autodin Mode V
until we are satisfied that all the bugs are'ont of the new
system.

C. Technical
BBC cruiser) spent over a week with us from
1-9 December surveying our East European transmitters as well
as a couple of Russian regionals. As a result, we now have
several more frequencies to use to bring in som oblPm
radio stations. At month's end we were awaiting fo1STAT
report to use as a basis for an FBIS survey to be conducted
later in the spring.
II. ADMINISTRATION
A. Personnel
1. The bureau chief provided HQs with a memo commenting on the
Benchmark Position Descriptions and the Interim Supervisory
Grade Evaluation Guide. The memo also presented a recommended
staffing pattern for the bureau and placement of individual
employees within the new classification system.
2. The young couple who are interested in our live-in custodian
jobs began working on a contractual basis 27 December. We are
coordinating closely with the embassy's security officer to get
them cleared so they can move into our basement apartment as
soon as possible. In the meantime, we have arranged to have a
private guard service provide a watchman to stay in the building
overnight.
B. Building and Grounds
The editorial staff set up temporary quarters in the downstairs
foyer for about a week in mid-month when workmen gave the
editorial room a fresh coat of paint. The painters, who had
earlier given the Czech suite a bright new look, are now schedul-
ed to come back later in January to spruce up the bureau chief's
office and the Wire Room.

Most of the bureau's staff and nonstaff employees attended the
annual embassy Christmas reception at the ambassador's residence
on either 20 or 21 December. Earlier, on 17 December, we had all

wined and dined and occasionally danced and caroled at our own
bureau party, which provided a suitable debut for the newest

Headline Competition Ends.' New One Begins!
Comrades.' The socialist competition to improve headline production
has ended. The results show it was a great success, yet a further
contribution to perfecting our system.
Data provided by the Central statistics Office shows that 87 percent
of monitoring cadres registered an increased awareness of headlines
and 72 percent showed actual qualitative improvements. The use of
striking uotations was up 54 percent over the same period last year,
the use of significant detail 47 percent, and informative headlines
increased 23 percent. some five comrades from four basic orga.,izations
were awarded tht'u gh state distinction, the Order of the Stamped
Fahrschein. t,iany others were cited for meritorious work.
Comrades: Appropriate attention is now generally being paid to the
top line of the production process -- and this must continue, competiti
or no competition. However, an insufficient degree is still being paid
to the bottoi:i. To be blunt, severe shortcomings have manifested them-
selves from time to time in the number of words on some production item
Fulfulling the word broduction plan is still a1priority task, but
overfulfilling it by producing more than 1,000 words per take can have
unfortunate consequences.
!s is k-own, on more than one occasion party headquarters in Washington
has informed our aktiv in a frank, party-like way about these short-
comings. But des-,,ite this comradely guidance, the shortcomings have
not been fully eliminated. In fact, in one week of December alone,
more than 12 suco violations were recorded -- some by some of the
aktiv's leading and most experienced workers. These shortcomings
weakens' production norms and the prestige of the whole aktiv. :What is
more, they come at a time when hostile forces,will stoop to nothing to
discred}t our aktiv and the entire-.MIDAS system.
It is clear, comrades, th=.t we must put a prompt and effective end to
this situation. Thorough consultations have already taken place in
all work places and, on the recommendations of numerous cadres --
through letters, verbal comments and appeals -- it has been decided
to orgnize yet another competition, this time to insure complete
adherence to production length guidelines. The Control Commission for
the competition wiles be composed of the comrades in the party's
Communications Department, who normally oversee work in this area.
Toward the end of each week, they will post a list of names of those
cadres who have fully abided by requirements. Even one violation of
norms will result in a name being removed permanently from the list.
Those dadres whose names are still on the list after several weeks
will receive a high state distinction, as have hero workers in previous
competitions.
Comrades!. The time has come to excel not in some, but in all productioi
sectors! There is no room for lags or excuses: The inevitable march
of our system tow.-rd its goal must go forward:
