Brought to the attention of the Director a proposed reply for tie President's signature to a letter from Georgescu, which reply had been sent to CIA for comment. After some discussion the Director stated that the fact that Georgescu is an American citizen should be included. Mr. Kirkpatrick recommended Mr. Wisner suggest tol that the FBI also be given an opportunity to review the draft reply. The Director approved. _ 3/ Referred to the proposed NSC Planning Board paper which would reiu e Government agencies, including CIA, to furnish financial data to the :SC semi-annually, and noted in view of the trend now taking place in budn,etrr:,r matters, it would appear that it was incumbent upon CIA to compl-r. Amory said it was intended that the information required by the NSC wourvfw be based on actual expenditures resulting from compliance with specif:.c tasks necessary to carry out programs called for in the various NSC nane:~s. Mr. Amory also said he believed our compliance with this Directive cold be handled by lumping covert expenditures in with overt expenditures; 1.c., so much for overt -- so much for covert. The Director noted if any r fi .e- mentcf covert expenditures was required he could orally brief the NSC.
