PRESENT: Messrs. Dulles, Wisner, Amory, Colonel White, Messrs. Kirkpali-,ck,
Helms, Sheldon and l
b. Noted his intention to attend the Secretaries' Conference a,
Quantico over the weekend, and asked DD/P and DD/I to furnish him with
any points they might deem appropriate to discuss at this rleetin-.
Mr. Amory:
a. Referred to a portion of the recommendations implementing the
Jackson Report and stated this might be of assistance to the Director
when he sees Congressman Taber respecting our Personnel situation.
Colonel White made a note of this and will bring it to the Director's
attention prior to his meeting with Mr. Taber.
b. In connection with the Jackson Report, stated it would be presented to the NSC at an early meeting. The Director asked that pri_c,-
to this time he be fully briefed on any exceptions we might have -co the
recommendations contained in this Report. Mr. Helms undertook to
handle this.
Mr. Kirkpatrick:
Referred to Senator Mansfield's resolution that Joint Congressior.l
Committee be appointed to monitor activities of CIA and recommended t}i:+-

(1) we move in on this situation as rap idly as possible; (2) urgent
consideration be given to introducing a similar bill in the House by a
member of our choice. The Director said before anything was done he
wished to have the opportunity to discuss this matter with Senator
Saltonstall and will do so immediately upon his return to Washington
either this afternoon or tomorrow. (NOTE: Subsequent to the Meeting
it was learned that Congressman Patterson of Connecticut, a former
officer in OSS, had proposed such a bill. The Director has been advised.)
