Kirkpatrick, Helms, Sheldon and 0 d. Raised the question of overflights and General Cabell noted that he personally approves each such flight before it is made. Reported he had been advised by Admiral Espe that CNO had decided it was not feasible to board a "Russian Snooper-Trawler'which might be in the vicinity of the NATO Naval maneuvers and in fact no such vessels had been spotted. Mr. Wisner: a. Noted that Senator H. The Director approved and asked Mr. Kirkpatrick to extend an invitation to the Senator in his name. b. Asked if notes were being prepared on Ambassador Bohlen's "debriefing" of yesterday, and Mr. Sheldon noted that this was being done by one of the ONE officers. The Director, upon being advised that these notes indicated they were based on the remarks made personally by Mr. Bohlen, stated that in the future, in order to save any possible embarrassment, remarks made at debriefings by Ambassadors and other VIP's should not be attributed to them in true name, but in pseudonym. Mr. Sheldon also noted that distribution of the notes prepared on Ambassador Bohlen's briefing would be held to an absolute minimum within the Agency. Mr. Kirkpatrick: Referred to the discussion at the Deputies' Meeting on Friday, 25 September, wherein it was reported that 0 was "unhappy" over the approach to him by 0 officers, and stated that an investigation of this incident indicated such was not the case.
