PRESENT; Messrs. Dulles, Wisner, Wolf, Becker, Kirkpatrick, Amory
a. Referred to the second item in today's Log respecting
and asked whether the action indicated therein was taken as the result
of a request from headquarters or was done on the initiative of the
Mr. Wisner noted that we had been operating on the
policy that I I was "bad news" and he assumed that the action -n
question had been coordinated with the Ambassador; however, he would
determine the facts in this case and report them to the Director.
b. Referred to the most recent information on the
Situation" as contained in and stated that
(1) the position taken in was sound; we should hold
any further action on this case in abeyance until the extent of
I sclosure of IA status had been
determined.
c. Briefly reported on his meeting withl In connection
with the CIA budget and noted that this meeting had gone especially
well and in fact our proposed budget had not been reduced.
a. Reported that Mr. C. D. Jackson had requested CIA to furn_.sh
him with background information and an analysis of several recent
articles written by Harrison Salisbury and in this connection noted
an article in the current New Leader which would be of interest to
Mr. Jackson. After some discussion, the Director asked Mr. Wisner
to advise Mr. Jackson of the existence of this article and stated
that this Agency should steer clear of making reports on newspapermen.

a. Noted a news item respecting the appearance of Dr. George
Gallup before Senator Hickenlooper's Committee, and Gallup's proposal
that the U. S. should start spending from two to five billion dollars
a year on propaganda or risk losing the ideologidal war with Russia.
After some discussion, the Director indicated his intention to speak
to Dr. Gallup on this matter.
b. Stated that the briefings for the White House Staff had
been started and the first one had gone off in good order.
c. Gave a brief report on the situation in Indo China and Iran.
d. Stated he had asked OCI to publish a round up of the British-
Chilean hassle over Deception Island.
Mr. Amory:
Noted that he had been advised by Stewart Alsop that he (Alsop)
intended to do an article on Malenkov and would get in touch with
ror background information.
