MEMORANDUM FOR: Chairman, Technology Transfer Intelligence Committee
FROM: Director of Central Intelligence
1. Thanks for your response to my request for concise information about
what the committee is doing, how well it is doing, and how it might do better.
I commend you on the scope and quality of your work, with which I am more
familiar and have observed more closely than that of most of the other
committees.
2. Is an adequate effort made to utilize your defensive efforts against
technology theft to acquire science and technology information from our
adversaries. I have particularly in mind your scrutiny of foreign travel,
inbound and outbound. Are we using this to try to get useful information
about science and technology abroad?
3.- Your committee is certainly carrying on an impressive array of
activities and has made a fine reputation for itself. I worry lest succumbing
to the pressure to take on all kinds of assignments for consumers may result
in.a loss of quality in your intelligence work. I think we should look at
the total' spectrum of activity in the technology transfer area to make sure
that we focus on the really important intelligence aspects and resist being
dragged into the kind of information gathering and processing that enforcement
agencies should do to make their own work effective. I would appreciate
your thoughts on this.
