MEMORANDUM FOR ASSISTANT TO THE PRESIDENT FOR
NATIONAL SECURITY AFFAIRS
SUBJECT: Central America--Portents of Potential Increased
Terrorist Violence, Including Against U.S. Targets (S)
(S) In your December 13, 1983 memorandum, you directed our
attention to the terrorist threat against U.S. personnel in the.
Caribbean during the next month. This is a matter of some con-
cern to Defense. DIA has sent warning notices to the appropriate
commanders in. the region. Two examples are attached.
(S) Attachment 3 contains some comments and examples of
recent DIA counter-terrorism production that may be helpful to
the DCI in summarizing recent material that would be germane to
the DCI's forthcoming threat assessment. As additional intel-
ligence develops, it will be shared with the DCI, the entire
intelligence community, and the appropriate commands in
Central America.
