MEMORANDUM FOR THE DIRECTOR OF CENTRAL INTELLIGENCE
Subj: International Narcotics Collection (U)
Ref: (a) DCI ltr of 31 August 1983
l.- (S/NF) in response to reference (a), I have reviewed our respon-
sibilities, regarding intelligence collection against International
Narcotics as detailed in the National HUMINT Collection Plan (NHCP)
No. 45. Navy fully supports community efforts to focus and improve
collection on the narcotics issue. The following specific actions
have been taken in support of this important area:
a. (C) Navy's primary collector on narcotics will continue to
be the Naval Investigative Service (NIS). NIS' high priority anti-
narcotics effort will focus increased emphasis on drug intelligence
.collection, reporting and drug suppression operations in foreign
ports visited by U.S. Naval Forces.
b. (C) The Task Force 168 HUMINT element in Panama, regularly
provides locating data and drug trafficking reporting on known and
suspected vessels. Excellent coordination with local agency repre-
sentatives will continue.
c. (C) Other Task Force 168 HUMINT collectors, which have
heretofore been exclusively engaged in the collection of military
intelligence, have been alerted to the high national priority assign-
ed to narcotics. These collectors will ensure that. close coordina-
tion is maintained with local narcotics experts.
d. (S/NF) Naval Intelligence Command's Collection Advisory
Center (CAC) will monitor all-source collection operations and
alert Navy and U.S. Coast Guard collectors to international narcot-
ics operations. Additionally, the CAC will continue to support
intelligence community imagery efforts on known and suspected nar-
cotics production areas.
e. (U) A Coast Guard officer who is assigned to the Navy
Operational Intelligence Center provides daily liaison with the
CAC regarding international narcotics monitoring efforts?
