MEMORANDUM FOR THE RECORD
SUBJECT: Meeting with Judge Clark, 22 June 1983
ER 8 3 - 3 0 5 0 & 1. I presented our concerns on the NSDD-97 steering groups.

Therefore we were very much of a key player. Clark
indicated that our comment sounded persuasive and that he would
look into it.
ACTION: We might want to follow up with DeGraffenreid to
make sure that.action is being taken to make us a member or at
least an observer on the steering group.
2. I then discussed NSSD-13, the national space strategy,
ER 83-2936/.l and again pointed out tt Judge Clark that our concerns seemed to
NSSD-13 File fall on deaf ears. I not 1 to him that there was a move afoot in
the Pentagon, namely the 7it Force, to take over the NRO and it
seemed the NSC staff was aiding and abetting by continuing to ignore
the Director's concerns. Again the Judge was not alert to the nuances
of this problem but said he would check into it.
3. We then discussed Chad, noting that Habre was about to
have a very difficult time, needed assistance, and recommended

Clark said he would raise it with Shultz and ask Shultz to prevail
upon Paris.
4. The Director noted that the FOIA hearing went very well and
ER 83-3087 mentioned briefly the CI conference without
File F-100 going into details. With that the meeting concluded.
