Truscott during his forthcomiii, trip. The Director stated that Truscott was directed "some time ago" that it would be necessary to reduce the complement of his station by at least 50. particularly in view of the fact that when we go on a doll~.r basis we would not be able to finance a large station in Germany. The Director went on to say that after the initial reduction as indicated above consideration would then be given to further reduction. Mr. Hedden noted that he had discussed this matter with Gen. Truscott when he saw him last and it was his understanding that some of the "complete units" now in Germany were to be moved elsewhere, e.g. Reproduction Unit. The JC stated this was correct. b. Briefly reported on a conversation he had with Under Secretary of State Bruce concerning the RFA program and noted that two low-level State reports recommended against it; however, Secretary Bruce had not actually seen them and had indicated he did not concur. Mr. Dulles went on to say that (1) he had advised Secretary Bruce of the Director's statement that CIA would not move on this project unless requested to do so by State as a necessary and urgent matter; (2) it had been generally agreed that broad- casting by RFA was a policy matter uruier the provisions of NSC 10/5 and, therefore, should be put to the PSB3. The DCI approved and stated that (1) a paper would be prepared on this problem for consideration by PS3 `1V0Tm: Mr. Wisner undertook to have this paper prepared); (2) if it was agreed that CIA should undertake this activity it would be incumbent upon State to advise us (a) the objectives desired, (b) the people to be reached; (3) if it was determined that this Agency would not carry out the project in question, he then desired such a statement in writing. Mr. Wisner noted that if such a program was not approved for NCFA he firLly believed the morale of the Executive Committee would drop to a new low since they sincerely believed in its merits. a. Stated that the Joint Chiefs had asked for a briefing on Europe and noted this request was probably generated by the fact that a similar briefing had been given to the Planners.
