Approved For Release 2008/11/21: CIA-RDP85M00364R000400590051-1 CONFIDENTIAL January 13, 1983 The review of all agencies' technology transfer training programs has been completed. All agencies have been found deficient, though in varying degrees. The Committee on Special Projects is now examining the possibility of a two to three day interagency training course in February - April, probably at the Foreign Service Institute. This would be a pilot project to see if the seminar can be successfully institutionalized on a regular basis. The context of the proposed course would not be job specific but would give an overview of the total problem, the scope and methods of the Soviet acquisition program, an account of U.S. export policies and domestic programs to counter this threat, an explanation of what sensitive technologies are, the workings of COCOM, technology transfer problems in key countries, and current U.S. international initiatives. USG experts will be used as presenters or moderators. The clearance level required will not.be higher than secret. The seminar would be open to all SIG agency personnel on an invitation only basis. It is unclear as yet whether there'' will be any agency costs associated with the pilot project. A Special Projects Working Group meeting will be held after the SIG to discuss course content and interagency participation. NSC review completed.
