Stated he was having lunch with Gen. Polling at 12: 0 on 22 October and he wished Mr. Wisner and either or to accompany him. b. Raised the question of delegation of authority to release cables and stated that initially this authority would be given to the Deputies, AD/Commo, IG, EA/DCI, and Director of Training. However, he desired that each of these individuals submit to him for his approval the name and position of people within their respective offices to whom this authority would be delegated. a. Reported that Messrs. Foster and Nash had expressed interest in seeing some of our people[ The DCI approved and asked Mr. Wisner to folio through on this with Mr. Nash. -25X1 25X1 25X1 25X1 b. Referred to a cable from the Senior Representative and, after some discussion wherein Mr. Wisner pointed out than rep ese a,- tive was working on this matter with and through the Chief of Police, 25X1 the Director stated that ( 25X1 (2) if funds were needed ccomplish this, he would approve the expenditure; (3) he did not approve action recommended in the above cited cable and noted his reason therefor. c. Noted a cable from the Senior Representative, containing staff The Director stated that he had not had opportunity to re this cable; however in connection with our proposed reduction in size of our overseas stations personnel at those stations to be affected by this program should be given the opportunity to state their preference as to future assignments and, further, it should be made clear tc+ them that the reduction in question did not mean they would be out of job. Noted that Gen. Shortt planned to attend the IAC Meeting tomorrow end raised the question as to whether he should remain for the full meeting. After some discussion, the Director stated that those items on the agenda which ccu.ld not be discussed in his presence be dropped and placed on the agenda for the next meeting. 25X1 25X1 25X1 c.
