1. The following should be considered for inclusion in the Agency's
proposed legislative program for the Second Session of the Nineth-Eighth
Congress:
Relief for mandatory CIARDS annuitants from the provisions of the
Omnibus Budget Reconciliation Act of 1982 requiring reductions in
COLA for employees under age 62. Although OMB has rejected our
previous request for exclusion, it is believed that the Agency should
continue to attempt to obtain exclusion.
2. The Office of Personnel has other issues under consideration.
However, we believe that it is more appropriate to submit those items to
the Ninety-Ninth Congress.
