Dear Bill:
As we say in the Navy, you and your
staff rate a perfect "4.0" for today's cere-
mony with the President's signing the new law.
Having started my public career as an
advance man under the tutelage of our mutual
beloved friend, Len Hall, I have some modest
ability to judge the planning and the details
that go into such events. Over the past week
I have been privileged to be with the President
twice - in one instance the handling of the
Congressional delegation was a mild debacle as
compared to yours, which was precision perfect.
We appreciate these details and I express the
sentiments of those who were with me.
The real purpose of this letter is that
you convey this "well done" to as many staff
