lJe are about to achieve our first major milestone in DIA
on the SAFE project with the achievement of Early Capability
on 27 June. Our analysts are looking forward to the new
capability. 4Je, of course, have a long way to go to imple-
ment our structured large intelligence data bases on SAFE
and replace DIAOLS.
I am advised that coincident with the achievement of Early
Capability, that over the next few weeks, CIA is proposing
to realign the project reporting to a division with the
Office of Data Processing (ODP). the current
project manager, vaho has done a super ~o in the redirection
and bringing about Early Capability for both agencies, is
being reassigned as a division director in ODP and will con-
tinue to monitor SAFE, but in addition to other duties.
Along with these changes, CIA would appoint a new project
manager.
I am aware of the strong ties the joint project has to CIA
ODP software development capabilities. I don't want to disturb
that important relationship nor the consolidated project
office, but I am concerned with the potential diminution of
influence of the DIA Deputy Project Director with the project

operating within a division in ODP. Perhaps it's time, with
the next major thrust of the project aimed at bringing up
DIA structured file capabilities that we reverse players
and the senior DIA manager become the
Project Director.
I would appreciate your consideration of this approach before
any further action is taken.
