a. Referred to the problem of appointing officers to release cables and stated
that an examination of cables released over a ten day period ind:.cated, by ano. JF:rg;e,
that Division Chiefs and/or, in some instances, their Deputies would not oe ovcsr
burdened if they personally saw each cable prior to dispatch, thus placing the
responsibility for the contents of outgoing messages on the senior officer priese-t.
An exception to this was the FE Division which dispatched on an average of 4i c:a+iles
per day. The Director particularly noted that the officers under DD/A during the
above period did not dispatch a single cable and, therefore, he saw no reason n:
DD/A should not personally approve all outgoing cables from components under iris
jurisdiction. At the DCI's direction Mn dertook to prepare a W~evisr>?i i-t 25X1
of officers authorized to release cables.
b. Referred to a cable from the Senior Representative, 01
concerning his return and asked if it would not be possible to send a teinpora.ry
