Utilization of Civilian Hanpower of Non-Soviet Nationals for Work of '.'aloe
to National Defense) which would be on the Director's desk by noon today.
The DCI stated he wished to discuss this matter at the PSB Luncheon.
a. Referred to the FUC report and stated that he believed the tjpe air
estimate best suited might be one of "the opinion type" since the report in
question, if published, would be adverse to the security of the Uniteu States.
The Director stated that what he desired was a special estimate outlining she
effect of this reoort if it became public knowledge, particularly poi: Ming
out its effect in the Middle East and other areas as indicated.
