Gambino Chairman SECOM-D-503 2 6 APR "979 SUBJECT: Policy on Uniform.Security Procedures for Foreign Integrated and Liaison Personnel in the United States (U) 1. In 1966 the then United States Intelligence Board (USIB) approved a Security Committee proposal tasking Community agencies to provide CIA, for central indexing as a service of common concern, the names of all foreign representatives in the United States accredited to serve as liaison to or be integrated within intelligence agencies, and who had access to US intelligence information. A copy of the USIB paper (USIB--D-9.1/11 dated 20 September 1966) is attached for your information. In 1974 the Committee considered these procedures at the request of CIA, and agreed to remind Community agencies of the reporting requirement with a view to subsequent evalua- tion of the system and recommendation on any appropriate changes. More pressing matters preempted further Committee deliberation on this matter. (C) 2. The Committee staff reviewed the USIB procedures recently, and found that Community agencies were making few if any inputs to the index although the extent of foreign Confidential When Detached from Attachment 1 2~1.. They also found that the prevalent attitude was that each Community agency should keep its own records on foreign personnel accredited. to it. In line with these findings, I proposed and the CIA Directorate of Operations concurred in a revision of the 1966 policy. The revision would: (C) a. Eliminate the requirements for CIA to maintain a central index of names; and for Community agencies to conduct national agency checks and to certify the completion thereof. (C) b. Require Community agencies to list with CIA (Compartmented Information' Branch) all compartmented accesses granted to foreign personnel; to maintain indexes on all foreign personnel accredited to each such agency; and to provide both CIA and the FBI with any information coming to their attention which bears adversely on the security acceptability of foreign personnel accredited to them.
