the bill. In this connection, he gave certain instructions concerning

a. Reported on the status of the new building and noted that Col. HanGf=n
was preparing material which might be used in defending construction of w r
building before Congress. This material will be presented to the Director
for his approval. In connection with Col. White's report, the Director
stated that in addition to plans for the Nevius tract we should also have

allegations proved true, he would prefer charges. raised
the question of efficiency reports on officers assigned to CIA being-
rendered by civilians. The DCI stated that this procedure was unfair
to the officers concerned and directed that Colonel White work out some
plan whereby efficiency reports would, in fact, be made by senior Service
officers and, if necessary, he (the Director) would sign a forwarding
