Noted that General Ridgway had sent a message to the Joint Chiefs and while he had not seen it he believed that it contained information along the lines in General Ridgway's recent letter to the Director. The DCI said this was correct and that he had furnished copies of his reply to Gen. Ridgway to Generals Collins and Bolling and that Bolling had agreed to "follow our line." Mr. Wisner stated he understood that G-2 was preparing a paper as a result of the above-mentioned message and asked whether it was necessary for us to "G-2 G-2" on this matter. The Director stated that (1) this was not necessary since we would eventually see a copy of the paper in question; (2) he was not too much concerned with such action as G-2 might take. b. Briefly reported on the meeting he attended yesterday of the Foreign Relations Committee and noted that (1) the Committee did not get to a discussion on the Kersten Amendment and (2) Congressman Vorys desired to go into this matter at some length; (3) he would notify State and Defense of Congressman Vorys' intention; (4) the Committee was meeting again tomorrow and he planned to attend. The Director stated that we did not want another Kersten Amendment next year; however, there is some potential value in it and it had created a problem which we had to face. c. Stated that the Senior Staff had a "final go round" on the Southeast Asia paper which was to be presented to the JSC at its meeting today. In connection with the discussion on SE 22, the Director stated that it was our responsibility to produce an estimate based on the terms of reference as presented. S_ 3_%3- -s "' a. Noted a State cable to Rangoon concerning repatriation of Chinese troops in Burma. The Director stated that he did not think there was much chance of this; however we should fully explore all possibilities, particular.. in view of the French interest mentioned yesterday.
