General Smith referred to the item in today's Log concerning our anti-Co-nn._Lni st
psychological warfare ;.grogram and, after some discussion, unc ertook to
contact Mrs. Eleanor Roosevelt and request that she come in to see un concerri_ng
this program.

Er. Dulles stated that Park Armstrong was sending: people to various embassie
ostensibly to engage in peripheral reporting; however, it would appear tha:
Armstrong was attempting to create a small foreign service within his own
organization. After some discussion, the DCI directed that we discuss this
matter with Armstrong to the end that he discontinue sending re7resertatives
from his office to foreign posts for permanent E_tation. In this conr!ection,
the Director also noted that we should have no objection. to rrmstront sending
his intelligence people on trips and this was to be expected; however, he did
not want these people prying into our affairs. Dt CI Adui q apL'-U U -ft
Mr. Wolf recommended that the Director call Senator C'Eahoney within the next
two weeks concerning the Senate UoixnLittee's hearing on our budizet.
a. Noted that Mr. Jessup had been assigned the task of monitoring tie
current political go around with the Soviets and that he (Mr. Wisner) had nee
requested to 'go over to the State Department and give Jessup a briefing. The
Director approved but stated that in the future Jessup and. other officials of
his level should come here for briefings since he did not approve of ;iis
Deputies going to them.

c. Noted that he would like to discuss I Iassignment with the
DCI. The Director stated that he had discussed this matter to some extent with
yesterday and if' decided to stay with us he intended
to make paramilitary ooeratio p e activity with a.t the head.
In this connection, he noted that it was absolutely necessary to Have a mi..iitary
roan in charge of these activities and such individuals were hard to et. .fter
some further discussion, the XI directed that Ili'. Wisner work out the details
involved in making our ,paramilitary operations a separate operation since if
we could not obtain the services of he intended to F,et some other
qualified person to head this program. 25X1
Mr. Hedden noted that Col. Hansen had been successful in preventing another
article being written on inLellirrence failures and in this connection briefly
discussed a proposal that CIA have a Congressional Committee or possibly a
committee appointed by the President to "front for us.". In this connection.
the Director noted that this idea warranted some thought, however, he would
not go along with any committee which would interpose itself' between the
President and him.
a. Noted that hr. Amory had been invited to go to London to see
in June. The DCI approved.
b. Stated that OCD had completed its move to Riverside Stadium.
c. Noted that he would leave with
Committee report for the DCI.
