a. Referred to the item in the Log concerning 0 and asked Mr. 'Wisner 25X1
to report to him immediately (1) who had issued the instructions noted in the
above item and (2) what corrective measures had been taken to prevent similar
action in the future. In this connection, the Director stated that he had found
that too many Indians were issuing instructions without clearance from proper
authority; however, he would have no objection to the instructions cited in (1)
above if it was found they had been cleared with
b. Stated he had discussed problem, mentioned at yesterdayysjX1
meeting, with Gen. 0 and had no objection to sending the proposed letter to
Mr. Wisner noted that he would discuss this letter with JI when. 95X1

c. Reported on the discussion held last evening between representauives
of CIA and State concerning certain activities in Latin America. After some
discussion wherein Messrs. Dulles, Wisner and Hedden noted certain actions that
we might undertake in this area, the Director stated that (1) he had early
given a high priority to Latin America; (2) in recruitment of people Vlcthis
area we would go after quality rather than quantity; (3) asked ir. Wisner to
get in touch with F- I (whom Mr. Wisner has met and is
established in South America) and give him a specific job to do. hoc c c~c~ ~
d. Noted that at the Senior NSC Staff meeting yesterday after considerable
discussion the memo to the JCS concerning the Southeast Asia paper had been
withdrawn.

a. Reported that he had heard Paul Hoffman was to take over as coorainator
of the Eisenhower campaign. In this connection, it was noted that this was
possibly the reason why Hoffman had not been of much assistance to us 125X1

b. Referred to the report that the Director had discussed yesterday with
Mr. Becker and stated he had recommended that Mr. Becker talk with Messrs. Kenna25X1
and Bohlen. The Director (1) approved; (2) stated we should check the contents
of this report against two or three "other things" we have received along these
for his evaluation. Mr. vvisner undertook to discuss this with Jim Angleton.
C. Noted he had received a call from Mr. Staats concerning Gordon Gray's
report. The Director asked Mr. Wisner to inform Staats of the action being
taken on this matter and that the report would be classified and would not go
back to Mr. Gray.
