b. Approved the appointment of Colonel Matthew Baird as Acting Director
of Personnel "in addition to his other duties". In connection with this
appointment, it was noted that all effort was being made to secure a oermanent
replacement for Gen. Davison.

c. Referred to cables IN 35054 and 35055 from Admir-1 Radford and asked
to get hiiii a report on the matter mentioned therein today.
This has been done.) DCI directed that a cable be sent to Hadiord thanking him
for his cooperation and advising him that we are proceeding; along the lines he 25X1
recommended. will draft this cable. It should be noted that it
may not be necessary for the DCI to personally call CNO since the matter of

that he desired that such training be accomplished on a cooperative basis oetiaeen

a. Noted that the Bureau of the Budget wished to appoint a certain working
level liaison officer with CIA and stated that (1) they had asked for our
concurrence; (2) from information at hand this man was not acceptable. The
Director stated that since Budget had asked for our views on this matter we
should counter their proposal by suggesting that Mr. Schaub continue his
liaison duties with CIA in addition to his new duties with Defense, assisted
by Ar. Macy. Mr. Dulles undertook to pass this counterproposal alon?, to
Mr. Macy when he sees hi:.-ii at 10:30 a.m. today.

of intelligence and collection of U.B. information was being prepared. The
DCI directed that (1) this reply be expedited; (2) it be coordinated with

b. Noted that the monthly analysis of the G-2 of the Eighth ,Array "said
some good things about CIA".
c. Noted that (1) we were very well covered on the Bolivian Revolution;
(2) this matter had been discussed with Eddie Miller of State some two months
ago and he had made certain comments in connection therewith. The DCI stated
that we should always ask for such comments in writing. Mr. Wisner noted that
there was a memorandum of conversation on the above discussion with hr. hiller.
In connection with the Revolution, Mr. Wisner also noted that it appears that
the Revolutionaries have won out and that they were anti-U.S. and pro-Ar#?-entifie.
a. Noted that he was speaking at the Armed Forces Staff College on
17 April.
b. Reported that in connection ;'i i,h the temporary assignment of
