at a meeting of high-level Kwangtung political and
military leaders, YEH Chien-ying (who had recently returned from Peiping)
made the following statements:
a. The Chinese Nationalist and American invasion of the China mainland
is "only a matter of time", but the Consiunists have decided that
there is no uanger Lefore June. The Central Government and Soviet
advisers have oraered the completion of Kwangtung defenses before
June,
b. Kwangtung is to conscript 30,000 new recruits: 10,000 for 3 and 4
Field Army units in Kwangtung and the others for provincial units?
i.e., the KwaaLtung-Kwangai Column,; the haiaan Column, etc.
o. Kwangtung is to select able, edu;;atea men in public security corps
to assign to mechanized i'oroes.
d. Local Kwangtung governments will assist in the provincial militia
plan and construct strongholds and fortifications in the mountains
(the so-called old liberated areas) for possible future headquarters.*
e. Hong Kong is the present American-Chinese tationalist base against
China, so the f.Euiyanr, Paoan and Tungkuan hsiea governments must
watch Nationalists and anti-Communist agents in Hong Font and Macao.
