DAILY STAFF MEETING
Tuesday, 2 October 1951
25X1 Mr.
reported that:
a. Mr. Dulles is to have lunch with the Secretary of
the Navy and will discuss, among other things,
Navy personnel with CIA.
b. He believed it was necessary to rework the
succession list of command. In the discussion
that followed it was noted that this list should
be based on ability to command rather than
25X1 seniority. Mr. stated he would bring
this matter up at, a Deputies' Meeting in
order that a decision could be reached designating
individuals who would follow the Deputy Directors.
25X1 Mr. [;~ stated that he planned to discuss with Mr. Wolf
the estab is en of an Emergency Communications Control Room in
the Conference Room in the basement of Administration Building.
Colonel Hansen reported that:

with find or our new building. He also noted
that Sa ar McMahon was particularly interested in
the site of the building and had been informed that
it would be built on Government property.

c. PSB has gone ahead with its plan to brief the
Security Committee of the American Legion in Miami
on the broad overall activities of the Board.
There will be about sixty people present at this
briefing and no publicity will be given. Col.
Hansen also noted that Mr. Kirkpatrick is scheduled
to talk to this same group on the 1)4th of October.
Mr. Reber noted in connection with CIA liaison with the
entagon, he believed that this matter could be

settled by his office making the required contacts for ORR and OSI
through G-2 or direct if necessary. This procedure to remain in
effect until such time as a better one could be devised. (NOTE:
I discussed this matter with Max Millikan who informed me that
his contacts on technical matters were much improved and requested
that before approval was given to Mr. Reber to go ahead with the
above procedure, he would like to discuss this matter further.
