THIS IS UNEVALUATED INFORMATION
1. The Bast China tilitary District has issued orders to the Wusung Garrison
Command and to the military districts of Fukien, Chekiang, Shantung and
North Kiang= to inspect and improve coastal defenses by the end of De-
cember. The order stated that over-reliance on naval patrols and failure
to organize the populace has permitted guerrillas to infiltrate by sea
and join guerrilla groups on the mainland. It further stated that coast-
al defense is the Joint responsibility of the army and the people, and
that continuous precautions must henceforth be taken.
2e The order directed that fishermen be organized into sea patrols, and
civilians into land patrols so that from the beginning of 1951 the en-
tire sea coast of the East China Iilitary District will have one or
two land patrols for every three kilometers of shore, and a sea patrol
every 50 kilometers. Signals are to be arranged that will permit the
sea patrols to warn the land forces.
