There was discussion of international Communism. Mr. Reber
reported that State did not want to do the research on this subject
and that II was very anxious that steps be taken to have it done.
Mr. Reber is to prepare a report on this and a necessary letter to
State Department requesting them to undertake the job.
Mr. Reber reported on requirements, stating that 0/0 was
surveying the JCS and State papers and that he was working on the
arrangements for a National Requirements Board. He is to prepare a
memorandum for the Director showing the status of progress on this
subject.
Mr. Reber announced that he would participate in the ad hoc
meetings of the Psychological Warfare Board.
