1, Communist infiltration of the Com nisao Mid Brasil. Bolivia (Joint Brazil-
Bolivian Commission), which was set up with headquarters in Corumba, Mato
Grosso, Brazil, to plan and build a railroad between the two countries, has
reportedly reached serious proportions, The Communist Party of Brazil (PCB)
is reported to be using the Commission as a means of liaison between Brazilian
and Bolivian Communists operating on the frontier, and as a means of dis-
tributing propaganda throughout the area traversed by the railroad.
2 Commux ist infiltration of the Commission was aided by Dr. Lutz Alberto
tthately and by Dr. Anterior Nascimento Filho, his son-in-law,, who acted as
superintendent until his recent resignation. Communist infiltration was
unimpeded during Nascimento & s administration, and extended to all levels of
the Commission. Co nnists remaining in the Commission in Gorumba include
Joao Batista Leite, who has replaced Ns scimento as superintendent; Jose
Vieira, secretary of Leite?s office; Eduardo Maia, chief accountant; end
Clovis de Almeida Santos, also in the accounting department. Santos, who
recently entertained Jose t"aria Crispi.m,l Communist leader, frequently holds
Communist meetings at his home. Habib Netr n, an intelligent and important
member of the local acmtaittee of the PCB, is in the techhnical section of the
Commission. The brothers Gumercindo and Hugo Fonseca, both Comrunists, work
in the telephone service of the Commission and, are able to use it for Party
communications between the towns of Laderlo and Al..mox rifado (sic), in Brazil,
and AMa.tacucito (sic) ,2 Yacuces, and El Carden, in Bolivia.
3. Important PCB workers in the Cm anission office in Laderio, one of the Comr.
mist centers of activity, are Paulo Pereira Mendos; Rorulo Barbero, a
carpenter; Jose Fires, in charge of traction material; and (fnu) Coelho, a
guide, The dispatching unit of the Commission maintains an unloading service
in Porto Espsranca directed by Otavio Bomsucesso, a fanatical Com unistm
4e In Bolivia, the Communist leader in Yacuces is Elio Rosa, an aide in the supply
depot, while the leading Communists in Natacucito are Zacarias D n?uwra and
Ricardo Bezerra? There is also a great deal of Communist activity in El Carmen,

workers.
