1. It is retorted that V e current labor unrest among the members of the Chilean
Confederacion de Trabajadores de Cobre (CTC) is increasing, in spite of efforts
by the directive body of the CTC to control the workers and to make them live
up to their part of the agreement ruched on 28 September 1951. A movement
has been organized by Popular Socialists and Communists to demand "immediate
cash payment" of the pay increases and bonuses which were :greed upon in
September to become effective at some future date when the companies and the
Chilean Government -d -ht arrive at a mutually satisfactory agreement regarding
Chilean taxation of the companies. Although no agreement has been reached
on the tax question, the fact thet the workers have not yet received the
pay raises has produced general discontent.
2. The leaders of the CTC agreed to avoid strikes and slowdowns when reaching
their agreement with the companies, but it is considered possible that the
workers will ignore this promise made on their behalf.
