In September 1951 the .forth China Eurasia Company of Tientsin had a branch office at 148 Lies Voeux road Ceatral, hong aoag, on the fifth floor0 The Aorth China Eurasia Company has been doing; a good business shipping salt and soybeans to iiong Aoaag area procuring n diciaes and metals for Tientsin. Its Hong riong office was established on the jondition that it would work skier Chinese Coaruunist supervision, and would unaertake intelligence work in Japan. These purchases are made in secret, directly from the foreign firms. 3. As a measure to oouuter the embargo on strategic materials and American control of the markets in Southeast Asia, the Chinese Communists in August established a Rice-Tin-Rubber Committee in bong tong to obtain these strategic materials and smuggle them- into China. 25X1 In August the Chinese Communist--control Jed Hsu Fu ( ) Company3 was engaged in smuggling tires and gasoline to Communist mina with the help of personnel of the hon; ong Folios wepartznent. Smuggling was being carried on over this route at the rate of 2,000 gallons of gasolin`a and 50 sets of tires each day. 5. As a result of the United Nations embargo there is a shortage of inaustrial raw materials on the Chinese mainland. In early aeptember the Chinese Communist central authorities ordered the r`inanoe and Eoonomics Committee in keiping to enocarage businessmen to go to hong Kong and Macao to buy the required raw materials and smuggle them into Communist China.
