Possible Changes in Rail itary Junta and
hen General Hugo Ballivian, President Of the Military Junta, visited
Cochabamba during the weekend of 24-26 August, a group of younger army
officers presented him with a program whioh included the following
points:
a. Retirement of ageing generals to be replaced by younger men;
bo Reorgani$ation of the 14ilitary Junta and of the General Staff
of the Ar?;
c. Convening of free elections to be held after the reorganization

is of the opinion that this program is tied in with the efforts
to bring members of the Falange 5ooialista Bolivians (FSB) into the
Junta, and reported that the plan has the support of the ?iilitary
'rrison in Cochali,amba,,,
3. Major Elias Belmonte Pabon is reported to have told some officers
attached to the Sepuenoanaa Regiment that, in addition to the inclusion
of himself as M inister of `overnment rated cuuraj 4ntoxnio os.a,..c s
President, it was planned to appoint ox- lajor Iberto 'faborga, former
leader of the Movimiento A4acionai.ista volucionarf.o (414R), Logia
Radepa naern.ber, and confidant of Villarroel, as 'hector General of
the b'~'atiorxal Police. frmbor
ga and f3elmonte are close friends and
presently adhere to tho FSB, apparently through opportunistic motives,
`l believes that t:i1e older army officers who would be replaced are:
General Francisco Caroaga, Minister of War; Gon.ora1 k)bnato Cardot o,
Minister of Public Norks; dolonel ' or as Antonio buarez, sinister
of Foreign Affairs; Colonel Y Valentin (onez, Minister of xealth;
and neral Armando Sainz, Chief of the General Staff,
Arr,,y Chief, Colonel Armando IeahFazo, and it Force Chief, Colonel
Carlos 6unrez, are younger men who would probably go along with the
plan and retain their posts along with the other younger members of
the Junta Cabinet,
