1. On the night of 3. August C ? AJ TG T 9 ieh-sheng, head of the Hong Kong Office
of the South China .t--Bore ., conducted a meeting rit i !J} Inn, Yang-api,
FEN G Mu-nien., and Oh a IN K e o, all of wtom are responsible persons of the
Foreign Policy Section of the Hong Kong Committee,, The meeting was held on
the second floor of the Bank of China Building in Hong Kong and concerned
soviet participation in the Japanese Peace Treaty.

campaign. Before the announcement of the Soviet participation the Chinese
Ga rerawent had r gotiated with the USSR on this question cnd had agreed to
support the Soviet decision. This new action would give the American group
a shook. The aims of Soviet participation re to be as follows:
A. To encourage pe aco--loving countries around the world to support the
demand for reps ions by countries which suffered from Japanese
aggression.
B. To support the proposal that 'tile :-h nese Communists p icipate in the
confere- ; otherwise the Chinese will not recognize the Treaty.
C. To maw a correct revision of the T*reaty; Taiwan and the Pescadores to
be returned to the Chinese Communist Government0
D. To estrange participating Ylestern Nations and make them take new actions
toward the Treaty.
