Eapirito Santo Cardos . At this time General. Nonteiro stated that without
any doubt his mission to the United States had failed. He was hi&ly
pleased with the personal, consideration shown hire, but equally disappointed
that the United States Goverment was willing to talk to him only on milit y
matters
