MEMORANDUM FOR THE RECORD
SUBJECT: Minutes of the Meeting of the Special Group (CI)
2 p.m., Thursday, January 31, 1963
PRESENT: Mr. Johnson, The Attorney General, Mr. Gilpatric, Mr. Bell,
Genera]. Taylor, Mr. McCone, Mr. Murrow, Mv. Forrestal
Captain Cunha and Specialist Finn were present for Item 1.
1. Latin American Troop Information Film (JCS)
Captain Cunha demonstrated a battery-powered projector unit,
developed by Defense for the instruction of Latin American enlisted
men on the dangers of Communism. One hundred and eighty of the
units are now in the hands of the Caribbean Command for issuance to
the Latin American military services. The film and sound track por-
tray Communism through an historical approach; as it is today in
Europe and Asia, and in Cuba. The members expressed interest in the
program, and exchanged comments on the desirability of following up
this film with others on such subjects as the Alliance for Progress;
case studies such as the successful Magsaysay program, the role of
the U.S. military in the development of the United States, and the
civic action program in Korea.
2. Exploitation of Minorities for Paramilitary Purposes
The members confirmed that the intention of the directive, con-
tained within NSAM 162, for such studies is to identify ethnic groups
in areas which may require our priority attention for specific politi-
cal and paramilitary needs, and not to stimulate a wide-range research
program on other tribal units. The members recognized that information
on the latter general category is regularly developed by the member
agencies of the intelligence community.
3. Use of Third Country Personnel for Paramilitary Purposes
The members discussed the desirability of stimulating third
country assistance for counterinsurgency, and related this to a par-
ticular need to stimulate third country economic assistance for South
Viet-Nam and Thailand.
