2 The regular TBV forces in Mart 13o, whose primary mission is to take the
initiative. in attacking Trench forces, are often obligated to core to
the assistance of the regional forces in the area in purely defenzive
fighting due to the weakness of the regional forces there. This weakens
the regular DRV forces and often leads to the abandonment of already
prepared plans of attack. The T)RV has need for a -,reat number of courageous
caires of zone level in order to reinforce the coin and of the regular forces

Regional Forces; and the Regional Forces, in turn, constitute the reserves
of the Principal Forces.

reinforcement of the regular forces through use of some of the best
cadres now available for other duty as a result of the abolition of
former commands of Zones 7, 8, and Saigon-Cholon, and the forma tion

10. Nguyen Ch x was known in Bangkok in 1947 by the name of Nguyen Char. Ile
returned to lean Bo across Cambodia as head of the Bo Doi Tran. Phu t ?evereeas
Viet se) which became ' umg Doan 109 in 1949. He was afterward; recalled
to Zone B of which he was Chief of Staff in 1949. Chanli was late ' awned
to Sac Bo (North Vietnam) where he received training in military 1fairs

SYSTEM OF RECRUITMENT
13. On 4 November 149, Ho Chi MYnh signed the order of General Mobilization.
According to this mobilization order, all young people, male and female,
between the arms of 18 and 45 rust be mobilized and enlisted in the
popular trooys, the command and training sections of which are rigidly
controlled ty Ioyal Communist party members. In this manner the Commmista
can Indoctrinate the entire population in military discipline and be assured.;
of support, and obedience.

A new Tsang Doan Chu Luo named Z Chu Luc U Minh is in the process of
being formed in the forest of U Minh at Rach G la.
15. ? ro Battalions of Principal Pbroes have been newly formed. They are
Tieu Doan 405 and Tien Doan 408.
